Sounds pretty niche. Surly Ogre maybe? No internal routing but that sounds like a ball ache anyway. Not much out there with low trail and those clearances afaik. Rawland Ulv is about all I can think of off the top of my head. You might be able to do something clever with an MTB frame and aftermarket rigid fork.
Also, I don't think a slack head angle is generally great for front load.

@Silly_Savage surly ogre looks good except for the routing. TBH all the options I've seen so far don't include internal routing so it might be something I have to give up. The Ulv looks too expensive. Don't feel I know anywhere near enough about mtb frames or standards to attempt anything clever.

Flat bars
Dynamo lights front and rear
Single speed is fine, geared is also fine. Don't care if its heavy.
Any idea about what frames I should be looking at? Happy to buy second hand.
