I don't know if that has long been done in the House of Commons; the first time I heard of filibustering was when someone filibustered in a US state parliament (or whatever they call it over there) for a record time a few years ago. I think that may have been a 'liberal'. I find it absolutely extraordinary that it's even permitted to waste scarce parliamentary time in this way.
He was working in concert with Philip Davies, who filibustered for 2hrs so he'd be able to object right at the end. He also blocked a bill on attacking service animals.
