I don't know if that has long been done in the House of Commons; the first time I heard of filibustering was when someone filibustered in a US state parliament (or whatever they call it over there) for a record time a few years ago. I think that may have been a 'liberal'. I find it absolutely extraordinary that it's even permitted to waste scarce parliamentary time in this way.
Reading to the end of that BBC article it seems that he generally blocks anything that gets fast tracked through parliament without a full debate on a quiet Friday. Not that he's not a gigantic arsehole of course.
