almost i think , hard to tell. The inside of seat tube is flush with no cut out where top tube is . With a turbo on, it's meets minimum insertion limit.

For the seatpost, not the frame. Most seat tubes don't extend that high. Really you'd want to be going at least an inch past the minimum limit in my opinion

yeah i'll try that. Without any pedals or gears etc.. fitted yet I can't set up exact position.

Just get a different one. You'll break the frame and hurt yourself, not worth it.

need to get some brake elvers, i assume a u brake is the same cable pull as a v brake ?

I think you need road pull so levers for DP brakes or side pull brakes, V brake levers will pull too much cable
