If they wanted to do that why enter a race why not just tour it? Like I said think it undermines it in my opinion, slightly disrespectful to other riders.

Possibly, but where do you draw the line with those arguments. If the Taco Bell detour guy doesn't come last does it mean that the person behind was also depriving someone of a place to race it? What about all of the people that entered knowing they probably won't likely finish it? That's a particularly slippery slope - best not going there.
