The article seemed a bit light on facts. The description of the actual 2020 project didn't really tally with the more sensational claims in the article and the half screenshot re: "money can't buy" also didn't match to the implication in the article.
I wouldn't be surprised if the Standard was doing something like this but that article didn't convince me they were.

I apologise absolutely for the way cycle lanes were delivered in the last mayor’s administration. ‘I think it was ill-judged, it was too fast and ill thought through in the speed in which it was done, which I’m afraid is the main downside of living in a democracy – people want to do things in their term.
