What about drilling all the way through the rack strut and using a nylock nut on the other side?

Yes that's not a bad idea actually I may do that this afternoon.

I also think I'll ask @Hulsroy to modify my surly rack

Bolts that go all the way through and nylock bolts are your friend. Or you could try adding spring washers.
