I honestly don't know anything about speedmasters (except the 70's MK ii, which is a whole different watch). But as a buyer you're pretty well protected on ebay as long as you use paypal, so probably take a punt on the next one...
Just my opinion but I would hold out for one with papers myself if possible, this isn't unreasonable for a 15 year old watch...

Those Speedmaster Reduced watches use a standard automatic movement with a chronograph module bolted on. That’s why the pushers don’t line up with the crown when you look at the side.
Nothing wrong with that, but they can be problematic to service, from what I’ve heard. If I were buying one, I’d want a bracelet and to be paying around the £1k mark.

This means he has no expert knowledge, or what would usually be termed an 'edge'. Therefore, the logical choice is the safest as he will almost definitely not find something special that has an above market increase.
The safest is a Rolex.
A decent second hand Rolex will probably maintain its value for a few years and then at worst track inflation. Rolex seem to have been increasing their prices in relative terms so you'd expect 2nd hand values to beat real inflation.
As to which specific models its probably best to search on Rolex forums as they can fetishise random serial numbers and imperfections / unique attributes to a degree unimaginable even to a bunch of bike geeks!
In general terms though my gut would be to either go for the best no-date sub you can get, or look for NOS recently expired models that you can get good deals on now. Thinking of say if you'd bought a couple of the last 36mm Explorer I 's or the previous Explorer II. Or following @Stonehedge ' s post maybe even a white gold GMT as it was; a) out of the ordinary, b) precious metal, c) (guessing) will be pulled now there's a new steel on.

Can someone explain why this is the case with Rolex and ? Obviously they make a good product but they must make as many pieces as any of the brands so the value surely isn't tied to rarity?

Your BIL might also have to consider not wearing the watch that he buys if he wants it to remain an investment, depending on what he goes for. Condition is everything in terms of retaining value.

? They both have the co-axial escapement...
You can try watches of Switzerland and omega boutiques in town but they're pretty limited numbers.
