No. Its base coat/clearcoat with the decals under the clear.

@midlife - I can't see how it could have been clear coated with the black head tube and the rest of the frame being red?
@gueron - here's some additional info and pics as per the questions you asked (in italics)
Seat tube CTC - 58cm
Top tube CTC - 57cm
Down tube CTC - 63cm
Check for SB number on fork steerer - see pics of stamped serial number also handwritten initials of what looks like "C/P" which could be the frame-builders mark.
Rear dropout width - 128mm
Who did the respray and what paint they used, primer etc. - I resprayed it, it's what I do (http://www.ubuntubikes.com) for about 5 years now. I used Spies Hecker base coat, clear coat and primers. It was fully stripped before spraying (apart from the original colour on the fork steerer tube). It then gets 2 coats of epoxy etch filler primer, which gives much better corrosion protection than a regular MS primer. Then 3 coats base coat, then 3 clear coats other than on decals which have additional 6 layers of clear which is then sanded almost flat, the frame is then finished with a further 2 coats of clear.
How were panels done. The black and yellow panels and head tube were all masked and sprayed by hand, no stickers other than the striped bands and lettering on the seat tube.
Who provided decals and are the yellow and black seat tube panels paint or decals. Decals were from H Lloyd and Sons, about the best that are available and the only guys who are officially permitted to reproduce Reynolds tubing decals.

Any history of the bike. - I bought the bike from an older rider who had bought it from the original owner in the early 90s. The original owner was a local racer but nothing serious. The guy I bought it off had removed the original Campag downtube shifters and brake levers and replaced them with Shimano Sora STIs, when I asked if he still had the original parts his words were "Nah, I don't tend to keep junk lying around", (I know!). He had also had it resprayed in about 1998. I've put a couple of pics in the Dropbox folder which show the previous respray.
So, most components came off a same year 531 Ti Team I bought from elsewhere, which in fact was within 5 serial numbers of this one. I had 3 at one point all within 5 serial numbers of each other which means they must have come into South Africa in 1981 at the same time. At the time due to sanctions imports like this weren't really allowed so these were probably smuggled in unofficially.
With the serial number and those initials, you might be able to trace the original order sheet through one of the guys on the Ti Raleigh Team Pros Yahoo Group.

Sorry about the confusion about finish, BITD these frames were meant for racing and were not covered in a huge amount of paint. Raleigh even had a lightweight gold/silver paint that they sometimes used which was even thinner lol
Good looking machine, everyone should have a Raleigh Team Livery bike in their collection :)

I'm bringing back my Ti Team from Cape Town for sale in the UK - Price £950
Details are as follows -
Frame & Forks 753 tubing (SBDU 4524 dating it to 1981). It has been completely resprayed with decals from H Lloyd and Sons.
Size 58cm
Wheels - Mavic E2 rims on Record Hubs (including skewers)
Headset - period correct high end Japanese
Stem and Bars - Cinelli
Brake Levers - generic Shimano ones (the only major let down on the build)
Shifters - Frame fit Nuovo Record
Cranks - Nuovo Record 172.5 (chainrings VGC)
BB - Campag (actually I double-checked and it's Jap period correct high end as per Seatpost and headset)
Pedals - MKS period correct (cages are corroded and leather perished so need replacing to ride)
FD & RD - Nuovo Record
Calipers - Nuovo Record (including original Campag brake blocks)
Seatpost - period correct Japanese high end
Saddle - Selle Italia Anatomic (some scuffs)
This is a lovely bike in beautifully restored condition (even if I do say so myself).
I am flying back in 2 weeks time and I can happily ship it anywhere at the cost of the Buyer. Paypal preferred.
