    Edit: large scale IT- aren't all governments crap at this? Sweden is certainly a good example of this, clueless and behind the times it seems.

    I think the largest issue is that there's no good reason for an ID card here, and plenty of negatives.

    As AndyP said - if you need to prove who you are there are methods.

    Of course, a utility bill and a bank statement are not available to everyone, either, but there are enough options that one can be found.

    Our Driving Licences are de-facto ID cards, you could always simply issue a provisional DL to everyone at 16.

    I got a provisional as a teenager so I had age/photo-ID. It eventually expired. I kept using it but it got turned down with increasing frequency (despite it proving that I was at least 27 for it to expire). I no longer need to prove my age.
