Edit: large scale IT- aren't all governments crap at this? Sweden is certainly a good example of this, clueless and behind the times it seems.
I think the largest issue is that there's no good reason for an ID card here, and plenty of negatives.
As AndyP said - if you need to prove who you are there are methods.
Of course, a utility bill and a bank statement are not available to everyone, either, but there are enough options that one can be found.
Our Driving Licences are de-facto ID cards, you could always simply issue a provisional DL to everyone at 16.
