If a deadline is "by february 2nd" do they mean
"When I use a word," Humpty Dumpty said, in rather a scornful tone, "it means just what I choose it to mean—neither more nor less."
Because there is a potential ambiguity, the only way to be sure that you meet the deadline is to submit before February 2nd begins.
If a deadline is "by february 2nd" do they mean february 1st 23:59 or february 2nd 23:59?
