Yeah it appears to be a fix for a slipping seat post indeed. The Alter clamp thing tightens properly although you do need to use two Allen keys simultaneously. Maybe he had a drill but no extra key...

There's a bolt and a threaded bushing, with no notches to keep it from turning with the bolt. That's where you'd need two allen keys (the bushing takes an allen key too).

Apologies, makes more sense now, I didn't know there was a threaded bushing, unlike the Alter.
With the method I'd envisaged you using, and the threaded bushings in place, four allen keys would be required simultaneously, haha! -

As far as I know they have a 70kg riders limit and are prone to cracks.
