It would appear when you buy Vittoria tyres you need to look at their sizing method, which is 622 x?. 700x38 is 622x40 for example.
Why not label it as a 40mm tyre then? If thats what it is. Seems a bit misleading, only a couple mm so doesnt bother me but might if someone had especially tight clearances
I asked about this a while back, no-one had an answer as to why it might be the case
