possibility of Chelsea being banned from transfers for two windows?

Still not sure why young players would sign for Chelsea, since so few of them make the grade there, even if they're on the cusp of being good enough..
Also is there still a #uefaconspiracy against them if Chelsea get away with the alleged rule breaking?
