Dint they used to be/isnt there a law/guideline in Highway code that bike lights should NOT be on helmets or at a height of over 1.45m on a bicycle?
Im sure I read that on .gov or somewhere about 4 years ago

Maybe you got it from here? They say you can, in theory, be stopped by the police if you dazzle oncoming traffic. And that it's inconsiderate to light up too much even if you probably won't get stopped.
