Highly recommend the Carrera Axle from Halfords - got one for the wife and it's perfect for her.
Purple, fat 27.5" tyres, low standover, loads of mounts for baskets/mudguards and just generally a solid bike.

Evans' Pinnacle range is pretty good value for money - the Lithium and Neon models look like they might fit the bill.
