Dremel has lots of speed for doing small polishing/cutting jobs but not enough torque for anything bigger, you would indeed be damaging it if you kept trying.
For tube cleaning duties a decent drill or impact driver will be plenty, but you could also easily do it with a bit of steel wool on the end of a stick and some rustol.
