What needs to be taken into account is "Urine specific gravity" and I am pretty sure this would have already been done.
Essentially it's looking at the ratio of water to urine in a sample, and gives an indication of how well your kidneys are functioning. It would be normal to have a somewhat higher ratio if dehydrated (and/or exercised) - http://dx.doi.org/10.1002/dta.1828

I get that the exercise will induce his asthma (though it probably won't as he probably doesn't really have asthma) but I just expected that being active would mean things would get processed through the body more rapidly than if sedantry. @hippy has since informed me this is not necessarily the case.

But Salbutamol is easily to detect and, as this case shows, it is easy to go over the set limit. Why would you use it as a masking agent?

Because your taking something else to mask the Salbutamol but forget to take it that day.
Because you think you can safely smash the Salbutamol and glide under the radar but get an extra dose in your blood bag.

But seriously, I've never actually disputed the fact that exercise might mean you need to take your inhaler more often, I was only commenting that I thought being active would mean your body would process drugs more quickly.

I get you are saying "athletes, cor they must process everything faster".
I'm saying it's well documented (alright a 2 minute search with google and return the hit that backs up what I say) that elite athletes develop EIA. Which will provide the TUE / reason for taking salbutamol. I'm pretty sure IF there is drug taking going on it won't be around things that we know about.
I'm thinking specifically of the delivery of a syringe to WADA. If you don't know what to look for, you're not likely to find it.
