All roads in Islington have a 20mph speed limit except for the few routes managed by Transport for London, such as Upper Street and Holloway Road.

Ahh that explains it then. The lower portion of Holloway Road seems to be 20mph but once you get to Upper Holloway the signs disappear and it is not really clear what the speed limit is.

Pentonville and City Road must also be tfl roads, perhaps because they are part of the London Ring Road

I assume that the pilot is either about to be made permanent or has just been made permanent. I don't read the Islington Gazette regularly, so may have missed a traffic order.

No idea if there are plans to extend it north of the Seven Sisters Road junction.
