Have mailed them asking about whether the waiting list will be allocated on merit or random basis. Also reiterated the whole fixed gear thing.
I've tentatively signed-up for TABR. Would just need to send off my forms and payment - which needs to be done by January 31st. Should have heard from IPWR by then.

I've heard there's people that have got places for next year that raced this year and quit. Feels a bit shitty for me when the whole purpose of the application form seemed to be a determination of whether or not you have what it takes to not quit. Just my musings.
In the meantime, I just tentatively signed up for TABR. Didn't realise applications were still open. Wouldn't be doing it on fixed gear though. Further and more mountainous.
Will update if I hear anything more from the IPWR situation.
