If you swap wheels a lot, keeping the mentioned distance consistent across wheels is a useful rule to follow; removes need to adjust derailleur limit screws each time you swap a wheel, to maintain shifting performance (because hubs from different manufacturers measure differently).
That's about the only rule fathomable relating to measurements in the highlighted area.
