Hope E4 & X2, Tech 3 levers.
The pads are running so close to the rotors that they're rubbing, albeit lightly: the wheels still spin briefly but you can hear the pads rubbing.
It appears that the pads aren't retracting when the lever is released.
Everything is brand new.
Will a bleed improve things?
