Also BTL is a specific choice someone has made, not all landlords bought-to-let.

What about bought it, lived in it, moved elsewhere for work, now need to rent it out?

Need tenant to cover new rent or new mortgage, you can't force the sale of the first place.

They didn’t BTL then did they.
However, in my utopia they would be encouraged to sell the first place. Back in the real world lots of companies will pay relocation costs whilst they find a new place (and sell old).
