Maybe, but they can get away with it because the Tri bikes are even worse.

Also, that P5 isn't bad, there are certainly worse examples in the wild without even picking on triathlengers

There has been a very small change, you'd need to go over a bike with measuring instruments to detect whether the manufacturer was taking advantage of it.
