Just went for a walk along the shared path in tooting bec, it's more or less pitch black as they have done some work around the path with the trees and in the process knocked most of the lights out. Anyway super super bright light aimed up at my face rather than dipped and flashing at what must be the perfect rate to do maximum blindness to anyone. Also seemed to be aimed off to the side so approaching I didn't get a sense of how bright it would be and then all side on bright flash, couldn't see after for a little bit.
