wonder what's the deal with those dropouts. won't make taking the wheel out easier.. maybe some sort of TT setup?

But you have the track dropouts on a TT bike so that you can get the back wheel as close to the frame as possible for aeroness, right? These are useless in that regard
Edit: the only reason I can find for having them would be extremely short chainstays that make it impossible to get the wheel out frontwards

My Klein has similar dropouts. Quite a faff getting the rear wheel in and out. Really no idea what the intended advantage is.
