I'd say a Surface too. Pretty much everyone I know who has one is happy with it, otherwise things like the Lenovo Yoga ( http://www.expertreviews.co.uk/lenovo/1405290/lenovo-yoga-book-review-is-this-the-future-of-laptops ).
Chromebook could be a good shout though, something like this for annotating PDFs https://chrome.google.com/webstore/detail/kami-pdf-and-document-mar/ecnphlgnajanjnkcmbpancdjoidceilk?hl=en The OS is pretty lightweight so they don't age that quickly and Google definitely seem committed to the OS.
