You think he's tested less than the others?
I think it's well established that the doping authorities in Spain are not really interested in testing Spanish athletes. Even when big names are caught, they get protected by mainstream Spanish politicians.
I was amazed when Samuel Sanchez was popped, but it seems that was a UCI targeted test rather than an out of competition Spanish anti-doping agency test.

Only 3k from the finish he got caught, at one point he had a minute. Anyway. Too bad. He asked Koen de Kort to do it again for him tomorrow on the Angliru ;-)
