Much googling has suggested I'm better off going for the 21mm tape as the internal width is 20mm. Apparently 25mm will probably be too wide and might interfere with the bead seal.
21mm is also as close as possible to the 22mm suggestion from @chiroshi so this seems to be making sense.
Unfortunately I can't find Tesa 4289 in 21mm width so looks like I'll need to buy actual Stans.
Planning to buy Orange Seal sealant as Compass recommend it for their tyres and a lot of people seem to think it's better than Stans and will seal bigger holes.
Still not convinced about how I'm actually going to get the tyres to seal but have access to a compressor at my LBS so that will help I guess.
