That's a rat bike. Comes from rat look. Think that was a hot-rod, drag race, VW Beetle modding thing.

ratty is a similar term, one that google defines in one sense as in bad condition; shabby or ramshackle.

Olli Erkkilla used to make bikes that look a bit like that. Google him.
