  • They could but it would mean that if they attempted to enforce it after the bill would just spiral out of control, it would also give campaigners(as it does in EU) grounds that they have no other option and so the cycle tracks or shared use spaces or whatever must be made safe.

    If they wanted to cut corners they could do what Australia do(how the hell did they get something right?) about lights and make it so all 4 sides of cross roads stop for drivers and then it's legal for cyclists to ride across while pedestrians also cross. The downside is our cycling culture is fucked up and people would be racing across shouting and dinging bells at pedestrians making it really unpleasant for everyone and not having it happen longer than a trial.
