The tracker timestamps are inconclusive (see below) but it'd be splitting hairs to not say that Skinny won by a country.
The tracker update that had Skinny at the finish was timestamped 21:18. The one at 21:11 had him 1.2km short.
At 21:08 Bjorn was in FYROM. Next tracker update (just over the border into Greece) was at 21:15.
It also depends on how accurate the border is on that map.
Close enough for me (and I'm a pedant).

I think this line from the race report sticks out
Speaking to James it became clear that after he had alerted the race organisation he had tried to alert Björn Lenhard who was not far behind him. When the race team spoke to Björn at CP4 today he explained James had contacted him directly to let him know to avoid the road but he hadn’t seen the calls and texts so he found himself in the same situation as James, stuck on a dangerous road and frightened for his life.
