In general, they are for integrated headsets only, but I do have a spare cover for a Cane Creek 10 or 40 EC34 which brings the stack of the top half down to under 12mm

I've got a FSA Orbit C-40 No.42 ACB Tapered Headset, is there a cap available instead of the standard 9mm cap?
Upper head tube ID: 42mm
Lower head tube ID: 52mm
Fork crown seat OD: 39.8mm
Stack height: 8.9mm -

3.2mm from top of headtube to top of compression ring - Including the 0.3mm Subtraction.

The Cannondale one will be 47mm. I have 46 & 47 in 2,3 & 4mm depths, see first post in thread for how to measure.

The police helicopter has been circling over my home for an hour keeping me awake so I've done some measurements in the mean time. Head tube is 57mm wide and it's a little hard to measure the depth as my calipers step gage isn't quite wide enough to bride the gap so I'm getting inconstant measures all the way round - 2.47, 2.77, 2.91, and 3.30 I guess I'd need 3mm and spacers?
Inside of the current conical cover is 2.46 constantly which confirms it I guess

Head tube is 57mm wide
If you need something to reach all the way to the edge of that, it's going to be expensive because I'll have to find some bigger stock especially for you. How big is the existing conical cover?

I'll need to check, might be able to blag some stock from the machinist or 2.5" might be big enough to get short lengths rather than full bars from the metal shop, in which case maybe as little as £10 extra.
What's going on under the cover? Would a 48mm cover extend past the bearing OD?

I'm guessing that's a ZS49/28.6 conversion headset, the cone on the Cane Creek 40 in that size is only 8mm high and might be a cheaper option if you can live with the extra 4-5mm stack over full slammage.
