I'm wondering if the bike he tried to ride was the Super Slice (the disc brake one) and that has been ruled against? What confuses me is that equipment is supposed to be commercially available.

Even more overlooked than most of the UCI's rules..
I thought you can run 'production' equipment that will be sold 'soon' or something. So yeah, no running prototypes. Of course not.
