I would take it to a reputable LBS and ask their opinion.

If you can feel a deep gorge when running your finger through, I would advised new fork.

New fork because a mudguard wore through the paint?? That looks totally ok to me @TurtleRecall .

If it's gone through the epoxy in the Carbon it's a definite possibility.

It's a disc fork too right so that tine of the fork will be under more stress.

Definitely worth a good look.
