The driver is required to provide his details and that of the vehicle and its owner. If he has failed to do that adequately he still commits the offence of FTSR. Go on Askmid and try a few variations of the index number until you get the right one though the filth will do this with what info you already have. The onus of reporting this is on the car driver by law.
Thanks. He did stop but first letter of registration number isn't clear on the piece of paper and both possibles are showing up as untaxed and without mot on the DVLA. Note to self; Next time take more details. 2nd note to self let there never be a next time.
