Difficult to say then without seeing the rest of the email and the full header.
That domain (paypal.com) has a specific DMARC policy that tells compliant receivers (iCloud being one) to delete emails that fail certain authentication checks. So, this could either be a legitimate email or a dodgy one that Apple have let slip through the net.
If you really wanted to dig further into it, you could work out how to view the full header, copy that into a .txt file and send it to me and I could review it for you. PM me for an email address (I am not a Nigerian prince).
