Yes, I have those rims on two different bikes I have converted and so far they have been really good, specially for that price.

The ones from ^this batch look dodgy as the holes in the inner rim wall are punched, not drilled. But no problems. Someone commented they'd used them for L'Eroica and toured on them too without issues.
Edit: found it, it was @ElGato who'd used them pretty heavily
