I did some touring in France with a pretty full Carradice Nelson, with a Bagman mount, on the carbon rails of a Romin Evo and a fake Enve carbon seatpost, and I weigh 90kg. All items still alive and in one piece.
Don't actually do that though. Bikepacking bags are better.

Invariably yes ... well, resting perhaps, but is that an issue as long as the frame is protected? (e.g chain slap guard)

Seconded. Have two, never caused me any problems. I do rate the little hose thing you can get (here) as it's nicer on the valve/the gauge is useful.
