I reckon you could use a modified Tubus Tara hoop with some fairly generic intersecting rack mount hardware. Hardest bit would be the horizontal struts and also working out how the mudguard interfaces with the hoop. I was thinking that something like a sleeve nut (like a recessed brake nut) recessed into the top of the hoop brake with adjustable spacers could work.
All parts readily available from SJS — this could be done with a hacksaw, a drill and a vice. Welding is for chumps.
