I have Castelli and Rapha sleeves. They're basically thin arm warmers.
I'm sure there are LS summer jerseys.

I'd just get thin arm warmers and use them with your favourite short-sleeved top.
I like the Prendas knitted ones, or the PlanetX rip offs.

I've got some of the planet x ones and I find them pretty warm. I wore them in sub zero temps last year for a January fell race (running) and ended up rolling them down after 10 mins

I got some weird compression ones for skiing from Velorution. They're designed for compression rather then warmth and I have used them in spring and autumn without overheating problems. And I run warmer then most. I'll see if I can find a link for ya.
Edit - or maybe cheap thin merino ones?
Do they even exist? I'm looking for something light enough to wear in 20-30ºC heat, with high UV protection. Any tips very much appreciated!
