There's no rule that stops people driving through a pothole/puddle.
If you drive through a puddle and splash someone, you can be charged for driving without due care.
I have no idea how often this us actually done though.

Nothing strange about it! He wants to bypass the line of stationary traffic in his lane so moves in to the lane you are cycling in. He expects you to ride in the gutter so beeps his horn to tell you to get out of his way!!!

I got punishment passed for riding on the edge of bus stops, then menaced after I raised my hand in protest, finished off with a threat to punch me in the face by two swarthy gentlemen in a white van a while back. The rule of thumb is drivers expect you to be as far left as you can be, road markings be damned

Even if it is, the whole thing is bullshit. Highway code picture shows 1.5m gap between car and bike. Close pass initiatives (as mentioned) demonstrate way more room than this should be given and I'd suggest for a lorry the gap should be even larger. @spindrift needs to absolutely go to town on these fucking idiots.
