I've a disc rim with a bulge both ways around the seam. This is a mountain bike rim which has covered 30,000km with 35mm marathon's at 60psi. fubared?

Axle doesn't fit in fork. What do I do?

File a couple of flats on the axle.

I've had a cheap wheel like that. Don't ruin your forks, as above, file a flat either side of the axle, the width of the fork ends. Or get a cheap front road wheel.

Put a (possibly sacrificial) nut beyond the proposed flat before filing. Remove after filing to re-form distorted threads and burrs. Don't forget to replace the nut before filing a bit more off...

the more i look at it the more i dislike it, is messy
i am in the process of building (brazing) a frame and for now i was just going to get a seat coller but i think in the end i will go for the fastback style... or maybe not... frame will be triple triangle asymmetric... have to try to keep it as clean as possible -

Are Power Torque cranks that much worse than UT for installation / removal? I need to downgrade from 175 to 170mm and the price difference / availability is appealing. Looking at you @mdcc_tester...

Have Binatone radio alarm clock from about 30 yrs ago. Still going strong but a button has broken. Anyone know of a person who could repair it - with TV repair shops gone are do people still do this? (It has the best alarm ever - I can sleep through my phone one but not this).

Yes. UT can be removed with standard tools that most cyclists own, for PT removal you need a bearing puller (and it might even be a proprietary bearing puller).

I have a bearing puller, to change UT bearings. Are the BB cups the same?

Installation is no problem, as andyp says it is removal that's the problem.
There are now specific bearing puller kits for PT though.
There is "Power Torque +" which doesn't need a puller, but it was only introduced with Potenza so you won't be saving any money over UT.
A quick search shows the cheapest PT are around £60 new and you can get NOS UT from eBay for similar.
