It would disproportionately hurt carriers whose major hub is in one of those countries. For example, if you wanted to fly from New York to Singapore, you have a variety of options, some of which have changeovers in Asia, some of which have changeovers in the Middle East. If you wanted to work on that flight, you'd avoid those which changeover is in the laptop banned countries.

It doesn't matter what carrier you're flying if they've banned it on all flights from a destination.
