I read a review comment on the G+ page on CRC and the guy said he was running 28c on 303s in the same frame (hi-mod synapse), but he was in Dubai and riding them at 110psi.
Unless he is pushing over 100kg, that is way too high a pressure.
Ideally, 80psi rear, 60psi front give or take a person's preference and weight.
Your clearance look OK, as long the wheel is well build, and the tyres pressure is idea for your weight.

25c G+ Corsas currently leave 3mm clearance on one side and 4mm on the other on 303s in my frame. Is 28c going to leave too little room for debris?
