You can probably get a bit of leeway by bending that tang that goes to the crow - should be ok.

Not the stiffness, of course. just the overall concept that through me, but fair enough.

if it can fit 700c, 650b is easier and lighter with additional braze on.

If i were you, I'd just get a Velo Orange randonneur front rack, give it to the framebuilder and they'll braze on the appropriate mount.

be wary, it will handle a little stiff if you load it up like you would a randonneur bag, but great with bag like these (Gilles Berthoud Sologne).
