Interesting argument. You can see where they're coming from but 30% seems high.
I think a lot of the problem though is the culture that cyclists belong on the left hand side of the road, near the gutter.
Most on here are happy to take primary and ride down the middle of the lane but for many cyclists the default position is on the left hand side, even if they're going straight on and cars are turning left.
Cycle lanes like this only reinforce that.

Would the car be in the straight on lane? HGV straddles two lanes, that's not unusual, so the rider sees a car ahead going straight and in front of that an HGV that looks to be going straight, she's got a brief moment to make a decision.

I know it can be difficult to comprehend but being a cyclist does not mean I solely travel by bike.

I am not a lawyer etc but my immediate reaction is that there is a higher duty of care on someone operating a 40 tonne vehicle for commercial purposes than there is on a member of the public going about on a cycle.
This leads me to question whether 70/30 is reasonable. If a ped had stepped out as the light went green and got run over, would we apportion some of the blame on them? (Perhaps we would or should - genuine question)
We are expected to protect people from their own stupidity, the argument "they shouldn't have been there in the first place" is rarely acceptable.
