I dont think adding a mid fork braze on will affect stiffness ..
Just 'future-proofing' if I take it on anything other than a bike packing credit card tour.
Also 700c.

if it can fit 700c, 650b is easier and lighter with additional braze on.
If i were you, I'd just get a Velo Orange randonneur front rack, give it to the framebuilder and they'll braze on the appropriate mount.
be wary, it will handle a little stiff if you load it up like you would a randonneur bag, but great with bag like these (Gilles Berthoud Sologne).
If there was/is surely it would be X amount away from crown? They cant guarantee what wheelsize you're using.
Also i thought i understood this build but now its confusing me, i thought you wanted something in a nice stiff steel and the reason for not going disc was that it compromised this feeling? And now you're putting a rack on it, does loading it up not have similar affects?
