where exactly? Is there a spec somewhere i.e. xx mm from axle or something?

If there was/is surely it would be X amount away from crown? They cant guarantee what wheelsize you're using.

Also i thought i understood this build but now its confusing me, i thought you wanted something in a nice stiff steel and the reason for not going disc was that it compromised this feeling? And now you're putting a rack on it, does loading it up not have similar affects?

3.75" below fork crown. VO have detail here but do suggest that you give the builder the rack...
